That's very subjective. Liberty City Stories was quite a good game in it's time and has a good story however it hasn't aged well and I would say its predecessor, GTA III, fares better than it in that regard.

Vice City Stories is a good game on many levels. It introduced an "empire system" which in the most basic sense allows you to buy businesses around the city and earn money fo doing nothing, just for owning them!
Chinatown Wars in a very good game and is a lot of fun if you just want to mess about and don't take the games too seriously, but the graphics may be a bit of a shock as it is not what most GTA fans are used to. The game's view is at a 45 degree angle so you can't see very far ahead. Here is a screenshot so you can understand visually.
All three games are also available on Nintendo DS. Liberty City Stories and Vice City Stories are also available on PlayStation 2 and Chinatown Wars is available for iOS devices (iPod, iPhone, iPad) and can be found on the App store for a very reasonable price.
San Andreas is structured similarly to the previous two games in the series. The core gameplay consists of elements of a third-person shooter and a driving game, affording the player a large, open world environment in which to move around. On foot, the player's character is capable of walking, eating, running, sprinting, swimming, climbing (the first GTA game in which swimming and climbing is possible) and jumping as well as using weapons and various forms of hand to hand combat. Players can drive a variety of vehicles, including automobiles, buses, semis, boats, fixed wing aircraft, helicopters, trains, tanks, motorcycles and bikes. Players may also import vehicles rather than steal them. The game was released in 2004. 041b061a72
